Members Present: Lori Bernard, Paul Bixby, Craig Edmondson, Gerald Golden, Reggie Houser, Bill Mock, Gary Smith and Julie Trivitt. Also attending was Clover Birdsell from the Traveler and Elaine Quinn, acting secretary.
The December 6, 2005 minutes were approved.
Construction of the new outdoor track in lot 55 started earlier than expected and has caused problems with the staging area taking more parking spaces than expected. Reggie Houser wanted to emphasize policy states that students and employees are suppose to be given twenty-four hours notice before having to move their vehicles from their legal lots.
Report on Current Parking Status - Gary Smith
1. As noted earlier in the meeting, track construction began before February 1st. Completion is still scheduled in time for the SEC Meet, May 11.
2. Gary is representing Razorback Transit in meetings concerning Fayetteville’s 2025 Plan. There is a schedule of public meetings on accessfayetteville.org website. Gary encouraged members to try to attend some of these.
3. The FY06 FTA grant has finally been approved for transit in the amount of $583,000. We hope to receive another $383,000 later this year.
4. Currently there are 530 students and 180 Faculty/Staff permit holders for HAPF.
5. Summer FY06 construction – Gary has met with Facilities Management to begin planning. Construction will include: lot 37 – expand 12 feet to the west and reconfigure to gain about 100 spaces; lot 53 – redesign; demolish old Chi Alpha house and redesign lot and patching at six sites.
Bill Mock asked if the trees had been removed in lot 78. The Appeals Committee had had several appeals because of the trees and no bumper blocks.
Old Business
1. Winter Permit - Julie had suggested having a “Winter HAPF Permit” to encourage parking in the deck and increase revenue. Faculty and staff would be billed monthly. Students can pay $166 for a “Spring HAPF permit”. Information about this will go out on the listserv and will be sent to the Traveler.
2. HAPF Debit Card - We are still in the process of testing a proximity card used as a debit card. By using the debit card, cash will not be needed. When purchasing the debit ard a 20% discount will be given. The debit card information is stored in the computer, not the card.
3. Parking Permit Fees - The decision on fees needs to be made by the next meeting to give to the Board of Trustees. Also that information is needed for those designing our on-line system as soon as possible.
New Business
1. Lot 41A – Housing built the lot when Fulbright Hall was demolished for parking for the residents in that area. Now two new residence halls will be constructed on the site. The lot has about 373 parking spaces. The new halls will house 706 residents. The north part of the lot will be staging. When completed in the fall of 2007, we hope to have 180 spaces will be left for parking. The lot is scheduled to close for construction around April 1. Some temporary and permanent parking options have been suggested: Offer RR Z-1 permit holders a prorated refund; move 50 volunteers to zone 2, in lot 75; change lot 42 F/S to RR Z-1; change 43 F/S to RR Z-1; change lot 43 Y to RR Z-1 and change lot 37 F/S to RR Z-1
2. The Parking Spot - The Bookstore will have its soft opening for the Parking Spot the end of January. The grand opening is February 8 and 9, 2006. It will be promoting its car wash, dry cleaning, oil change, photograph developing and regular supplies. At the same time Transit and Parking will have an information table with promotional items in the transit waiting area.
It was suggested to have Jay Huneycutt and Jill Anthes update the committee on upcoming campus plans including the city trails that may impact the university.
