Members Present: Don Batson, Paul Bixby, Herb Cihak, Ralph Davis, Donna Daniels, Reggie Houser, David Martinson, Luti Salisbury, Gary Smith, Julie Trivitt and Ross Yeatman. Also present were Harold Horton from the Razorback Foundation, Gregory Ziser, the new RIC President and Elaine Quinn, acting secretary.
Reggie Houser moved to approve the minutes of the April 4th meeting. Donna Daniels seconded the motion and the motion passed.
Report on Current Parking Status from Gary Smith:
1. 1. On Monday, May 2, Duncan Avenue will close from Williams to Center Streets and Harmon Avenue will open. The entrance into the garage will still be on level 6 with the exit now being on level 4. The exit on level 1 will close until Duncan re-opens. There will only be parking on levels 6, 5 and 4. When Duncan is completed then Williams Street will close for resurfacing. HAPF should be completed by mid-June. Hourly parking will become available at that time. Julie Trivitt commented that visibility was a problem going east on Fairview toward the entrance into the garage on level 6.
Old Business:
1. Lots 7, 8 and 9 for football scholarship parking – Harold Horton from the Razorback Foundation explained the need for more scholarship parking due to losing spaces along Razorback Road. The departments in the area of lots 7, 8 and 9 were contacted and asked to comment on need in those lots on football game day. Donna Daniels said there needs to be consistent enforcement in those lots and in lots 4 and 5 where employees working on Saturday are suppose to park on game days. Reggie moved to approve the request to let the Razorback Foundation use lots 7, 8 and 9 but they are also suppose to work with those who are displaced. Donna seconded the motion and it passed.
2. Approved Permit Fees: a. 24 hour $618.90, b. AA 519.75, c. F/S Reserved 389.55, d. Resident Reserved 389.55, e. Reserved Disabled 102.90, f. F/S > 30K 102.90, g. F/S < 30K 79.80, h. New Business:
1. Sales tax exemption for parking permits – Sales tax has never been charged on permits and the legislature’s recent actions simply prevent the taxing of permits, which would have gone into effect under new tax laws.
Parking lot designation changes:
a. On Eastern Avenue some parking is being built around the Clay Studio, Continuing Education and Library Storage Buildings. There will be about 11 spaces. The library has requested a space for their van. A motion was made for Gary to get with those involved in that area and designate some Faculty/Staff and some student spaces depending on the requests. It was seconded and the motion passed.
b. Student parking – Last fall the committee voted to combine the On and Off Campus lots into Student lots. Since there were more green (Off Campus) lots than red (On Campus), it was decided to have the On Campus lots be green. Gary also suggested having lots 72, 73, 73A and the southeast section of lot 56 become “Remote” parking lots and charge the Off Campus rate to encourage parking in these lots. These permits would also become available to employees also. There would be 801 spaces. It was also suggested that the designation in lot 15 change. A motion was made to become effective this fall: (1) red lots become green (2) 73A, 73, 72 and southeast section of lot 56 become a new designation, called Remote, and be open to anyone. It would be $38.85 for the year. (3) Lot 15 becomes F/S if Farmhouse closes and (4) change color of Resident Reserved signs so easier to distinguish. The motion passed.
c. Summer Maintenance: Lot 10A will joint to lot 10 (Maple Street), lot 15A behind Phoenix House will be paved, lot 31 by Infant Development Center will be seal coated, lots 33 and 33A need to connect, lot 37 expand to west and add parking spaces, lot 53 which is West Avenue Annex, redesign lot, lot 56B will be patched and lot 46 will have seal coating.
2. Chair for next year: Donna moved to re-elect Paul as chair. It was seconded and passed.
