Members Present: Paul Bixby, Donnie Blagg, Herb Cihak, Ralph Davis, Craig Edmonston, Steve Gahagans, Reggie Houser, Jewel Lindsey, Luti Salisbury, Gary Smith, Julie Trivitt. Also present were Ken Vickers from MicroEP, Christian Moseby from the Traveler, Robin Ogden from Animal Science, Adam Ward from ASG, Rebecca Luebker representing the ASG Parking Committee, George Ngundue from RIC and Elaine Quinn, acting secretary.

Jewel Lindsey moved to accept the April 15th minutes. The motion was seconded and passed. A motion was made to also accept the agenda. That motion also passed.

Report on Current Parking Status - Gary Smith

1. The Harmon Avenue Garage is on schedule. Next week level 9 will be poured. 500 spaces will open in December. These spaces will be permit parking only. The pay-on-foot stations will not be operational until April. The garage will have 2149 total spaces when completed in April. On November 2, Gary will speak at Reynolds on how the new garage will operate. Access will be by access card for annual parkers and hourly parking payable by cash, credit card or Razorbucks. The garage will have 49 emergency phones and all entrances and exits will be video recorded.

2. New lots constructed this fall were 77 and 77A, both Resident Reserved zone 4 for Pomfret; and lot 14A, a Faculty/Staff lot by the Speech and Hearing Clinic. Lot 78, on Off Campus lot on Douglas and Whitham, will be completed by the end of the semester.

3. Grad Ed Circle now has seven handicapped parking spaces.

4. Fulbright Dining Hall will be demolished in December. We have plans to construct a 66 space gravel on that site by March. The lot should probably be designated as Faculty/Staff.

5. Terrace Manor is scheduled to be demolished in early November. Faculty/Staff lot 68 will be closed during the demolition, but every attempt will be made to keep as much of the lot as possible after the demolition is completed.

6. The designation of lot 26, between Hunt Hall and the Administration Building, has changed. The west row is Reserved area CC. Priority for Reserved permits for this area is given to handicapped employees in Hunt Hall and the Administration Building. The middle row is metered for visitors. Everyone must pay to park at the meters. The east row has eight Admissions Only spaces and six visitor metered spaces.

7. We are in the process of bidding for tow service. Vehicles will be towed to the university tow lot to make it easier for a customer to claim their vehicle after it has been towed. The tow fee will be paid to the university and the customer will not have to leave campus to claim their vehicle. There will be an extra fee for after hours tow release.

Old Business

1. Jewel Lindsey nominated Paul Bixby as committee chair. Paul was accepted by acclamation.

New Business

1. Ken Vickers from MicroEP presented a request for a reserved space for a microEP student researcher of the month. Their graduate program has received a large federal grant and they would like to give a reward in the organization that would be pertinent and add an incentive. Since students can apply for reserved permits, it was recommended that the department apply for a reserved permit for the lot behind the Physics Building. The request would be placed on the top of student waiting list for a Reserved permit in lot 19.

2. Student Parking - Currently there are only three On Campus parking lots left. These are lots 15, part of 16 and half of 36. Gary recommended combining On and Off Campus lots into student lots and have one student permit. This wouldn't take effect until next year. Lot 16 has the largest number of On Campus parking spaces. The concern is that all students would drive to that part of campus looking for a parking space. Craig Edmonston moved to eliminate On and Off Campus permits and lots and combine them into student lots and have one permit. The motion was seconded and passed. The lots will remain green. Price will be decided later but is recommended to be the higher amount.

3. Repositionable Permits - Repositionable permits will allow all permit holders to move the permit to any vehicle that the permit holder is driving that day. The permits would be bar-coded which allows the permit to be scanned. Scanning decreases errors and decreases the time required to issue a permit. Craig Edmonston moved to change to the repositionable permits. The motion passed.

4. Redesignation of lots 42 and 43 - The Health Center is moving into its new location the end of the month. The Northwest Quad and Reid Hall make up Zone 1. There are not enough Resident Reserved parking spaces in that area. It was recommended to change lot 43 Faculty/Staff spaces around the old Health Center Building to Resident Reserved Zone 1 and to redesignate the west row of lot 42 from Reserved to Faculty/Staff. Ralph Davis moved to redesignate the Faculty/Staff spaces around the Health Center in lot 43 from Faculty/Staff to Resident Reserved as demand required through Gary and change the west row of lot 42 to Faculty/Staff from Reserved. The motion was seconded and passed.
