Members Present: Paul Bixby, Tom Censullo, Diane Fagan, Steve Gahagans, Reggie Houser, Carol Lane and Gary Smith. Also present were David Deitz, proxy for Brandon Green, Sheryl Haynes, students, Phil Brick and Taylor Moore from Kappa Sigma Fraternity and Elaine Quinn, acting secretary.
The minutes of the March 11th meeting were approved.
Report on Currant Parking Status from Gary Smith
1. A new flag stop has been added to the Brown route on West Avenue, across the street from the West Avenue Annex.
2. The center section of lot 74 will be closed from April 21 until May 12 for utility work. The east section of lot 74 will be accessible from the north only, during this time.
3. Lot 10 is the lot built for employees of Carnall Inn. They are only using thirteen spaces so twenty-three parking spaces have been designated as Faculty/Staff spaces.
4. Transit ridership is up 13% over last year.
5. Construction of the Center for Academic Excellence Building is scheduled to begin after August 1. Lot 51 will be lost at that time and Terrace Manor demolished. Also about one-third of lot 52 will be lost to utility work at that time. Walker Hall is scheduled to begin construction after January 2005.
6. Phoenix House on Arkansas Avenue will house the Chemistry Department while the Chemistry Building undergoes renovation.
Old Business:
1. Nothing has been sent concerning departmental vehicles sitting in Faculty/Staff lots.
New Business:
1. Kappa Sigma Fraternity requested Resident Reserved parking in lot 16 for the members of the fraternity. Phil Brick, treasurer of Kappa Sigma, said the house has 86 members and only has 55 spaces on their property. Reggie Houser wanted to know if the fraternity would be willing to turn over the house lot to the university parking system, before he would consider granting the request. Phil will meet with house members and get back to the committee.
2. Sigma Alpha Epsilon Resident Reserved parking. Currently the SAE House is undergoing renovation. The University is also developing a new type of lease for Greek houses that would include parking. The lot with the house will be turned over to the university to enforce and would be Resident Reserved for the residents of the house. The house would also get one free temporary Resident Reserved permit for the house lot for each of its advisors. They also requested the 16 spaces in front of the house on Stadium Drive be designated as Resident Reserved for the residents of the house. Pomfret won't need them since two new lots are being constructed across from Pomfret. This request is listed in the lot designation change proposals.
3. Lot Designations:
a. Lot 15A by Phoenix House will be paved this summer. The Chemistry Department will be utilizing this building during its renovation. The proposed designation for this 28-space On Campus lot is Faculty/Staff with some Reserved, if requested.
b. Lot 16, redesignate 28 spaces from On Campus to Faculty/Staff.
c. Lot 17, redesignate the 21 spaces from Faculty/Staff to Reserved parking.
d. Lot 29, between the new Health Center and Animal Science Building, about 40 spaces to be designated as Patient Parking and Reserved.
e. Lot 33A, six spaces by Fulbright Institute, make Reserved since after construction this summer, will be one large lot with other Reserved spaces.
f. Lot 37, currently staging area for Northwest Quad, be designated as Resident Reserved, Faculty/Staff and metered spaces.
g. Lot 41, north of Reid Hall, keep the 85 spaces as Resident Reserved instead of changing to On Campus as previously recommended.
h. Lot 41A, new lot by Reid Hall, redesignated from On Campus to Resident Reserved, Zone 1.
i. Lot 50A, on Ozark Street, make Handicapped accessible spaces.
j. Lot 58, redesignate 16 spaces from Zone 4 Resident Reserved to SAE Resident Reserved, Zone 7.
k. Lot 61, by McIlroy House, redesignate 14 spaces from Faculty/Staff to Reserved.
l. Lot 70, redesignate 24 Faculty/Staff to Reserved spaces.
m. Lot 71, change 28 spaces from Faculty/Staff to Reserved.
n. Lot 75, gravel lot on Garland, make the entire lot Resident Reserved, Zone 2.
o. Lot 77, new lot constructed this summer, across from Pomfret, designate as Resident Reserved, Zone 4.
p. Lot 77A, new lot constructed this summer, across from Pomfret, designate as Resident Reserved, Zone 4.
q. Lot 78, new lot constructed this summer on Whitham and Douglas, designate as Off Campus parking.
Reggie would like lot 42 watched and counted. He says there are always empty spaces so maybe some Reserved could be made Resident Reserved.
David Deitz would like a final listing of what is lost and gained for all types of permits. David made a motion to accept the proposed designation changes. Reggie seconded it and the motion passed.
8. Election of Chair. Several members were not at the meeting, including those eligible for chair. Reggie moved to use the listserve for the election. The motion passed.
