Members Present: Paul Bixby, Ralph Davis, Gloria Fry, Brandon Green, Jay Huneycutt, Carole Lane, David Martinson, Bill Mock, Scott Roehrenbeck, Luti Salisbury, Gary Smith, Wesley Stites and Henry Wendel. Also present were Vance Rice, proxy for John Reid, Kent Perrodin, proxy for Reggie Houser, Adrienne Smith from the Traveler, and Elaine Quinn, acting secretary.

The minutes of the February 19, 2003 meeting were approved as corrected.

Report on Current Parking Status - Gary Smith

6. Lot 40A, (now numbered 41) should open after Spring Break. They still need to stripe it and install the emergency phone. There will be approximately 364 Resident Reserved and On Campus parking spaces.

7. This past Monday, ground was broken on the new deck. Blasting will begin in a couple of weeks.

8. This summer’s maintenance is estimated to cost $1.5 million and add 600 parking spaces to the campus.

9. Stadium Drive, work on the steam tunnel continues. It will be the end of April before the steam tunnel and the water line are completed. The chiller project will be completed by the end of July.

10. Garland/Dickson Street project. The steam tunnel construction will begin right after commencement and the gate project could extend into the fall semester.

Old Business

Lot 65: Scott Roehrenbeck brought signatures of students petitioning to change part of the remaining 32 spaces in lot 65 from Faculty/Staff parking to Resident Reserved. Safety is a main concern for those returning to the halls after midnight because UAPD does not provide escort service after that time. Wesley Stites made a motion to vote on whether to move on to other business and discontinue discussion on Resident Reserved zone 3 parking. The motion was amended to say to end discussion concerning lot 65. The motion passed. Wesley Stites moved to redesignate the remainder of the On Campus parking spaces in lot 58 to Resident Reserved, zone 5. This will move the zone 5 permit holders out of zone 3. Wesley also suggested notifying the residents of this move. The motion was seconded and passed with one abstention. Vance Rice of UAPD advised the committee that UAPD will be adding golf carts to their escort service and he will check into extending the time of operation to after midnight. Brandon Green moved to redesignate 7 spaces in lot 61 by the McIlroy House from Faculty/Staff to Resident Reserved, zone 3. The motion failed with one abstention.

New Business

Parking Plan. Gary told the committee that with so much new construction closing campus lots and that the reserved parking plan would be a less efficient use of our available parking, he could not recommend that plan at this time. He is suggesting about a 5% increase in permit fees for now and keeping the same permit system that we have. The fees were rounded up to the nearest whole dollar. The motorcycle permit suggested price is more than the 5%, because it was changed from the same price as Off Campus to the On Campus price. The temporary visitor rate also increased significantly, going from $1 to $4 a day. The temporary permit rate hasn’t changed since 1991. FY04 meter rates were recommended to go from 85¢ an hour to $1 in the parking deck and single space meters. The lot 26 parking meter rates were recommended to go from $1.25 to $2 an hour. The storage fee for the new tow lot is recommended to be $10 a day. This fee will begin 24 hours after the vehicle is towed. Jay Huneycutt moved to accept the FY04 permit fee proposal but to round the amounts up to the nearest $5 for simplicity. The motion was seconded and passed. Wesley Stites moved to accept the suggested FY04 parking meter rates and storage fee rate. The motion passed. Henry Wendel made a motion to remove from item “b” under administrative fees, the phrase “parking over sidewalk” and increase the fee of item “b” from $30 to $50 and to increase item “e” from $25 to $30. Parking on sidewalks is covered in item “e”. The motion was seconded and passed. Kent Perrodin moved to increase item “d”, unauthorized space, to $40. Donna Daniels made a friendly amendment to make the amount $50 instead. The friendly amendment was accepted and the motion passed. Wesley Stites then moved to accept the remainder of the FY04 suggested administrative fees. The motion passed with one abstention. 7. Athletic parking request. Athletics has requested some additional lots for the fall since they have lost parking due to construction. Gary wants to table the item until the next meeting so he can have space numbers available.

Next month the committee will meet at its regular scheduled day and time which will be April 16, at 2:00 p.m
