The minutes of the January 15, 2003 meeting were approved.
Report on Current Parking Status - Gary Smith
1. Lot 40A, the Fulbright lot, should take approximately two weeks to finish the lot, weather permitting.
2. Lot 29, contractors need a permit from the highway department before making the new drive and beginning construction on the utility tunnel.
3. April 25 is the groundbreaking for the new health center.
4. Summer Maintenance: Most of the lots will be completed before classes begin in the fall.
Pomfret will have two new parking lots totaling approximately 200 spaces, lot 73 will be paved, Suzuki house and the two houses west of it will be torn down for a lot, the Union loading dock constructed, KA house torn down and temporary gravel lot put in, the Dickson/Garland intersection will be closed for utility tunnel and gate construction, Service Drive will be widened and two houses behind Speech and Hearing Clinic will be demolished. There will be approximately 600 new parking spaces added. All drives into lots on Maple except the Kappa alley will be eliminated.
5. The South Deck groundbreaking is scheduled for early March.
Old Business
a. Staff Senate Proposal. Staff Senate has proposed a parking permit fee plan based on an employee salary range. This proposal would not generate enough revenue for the budget. They plan on presenting an updated proposal that would meet or exceed the budget. Gary is presenting the parking plan concept with supporting documentation to the Executive Committee in early March for their approval.
b. Only 32 spaces will remain in lot 65. One recommendation is to sell more Reserved permits for lots 51 and 52. This will help reduce the number of Faculty/Staff parking in lot 65. There will be a loss of 89 Resident Reserved spaces, 118 Faculty/Staff and 111 On Campus spaces. The committee needs to decide if the 32 spaces should all be Faculty/Staff, Resident Reserved or a combination of both. Gary would prefer all the spaces be the same designation. Changing an On Campus row of parking in lot 16 would add 41 Faculty/Staff spaces. Jewell Lindsey made a motion to have all 32 spaces be Faculty/Staff. It was seconded. Henry Wendel moved to amend the motion to say that none of lot 16 be redesignated as Faculty/Staff parking; the lot be left as it is and that any student with a zone 3 permit (up to 34) be issued a full refund if they want. The amendment failed. Another amendment was made by Henry Wendel to leave lot 16 as it is currently signed and issue traditional, prorated refunds to a maximu
c. Lot 4 night reserved. It has been suggested that the number of night reserved spaces be increased to include the whole lot. Night reserved restricts spaces from 5 p.m. until 8 p.m. for Faculty/Staff and Reserved permit holders. Dr. Matt McIntosh from Chemistry spoke on behalf of the suggestion. Wesley Stites moved to make all of lot 4 be night reserved. The motion was seconded and passed. When the theatre has night events, they will be responsible to have people guard spaces for their patrons.
d. Lot 42 and 40A. The new lot, on the old Fulbright Hall site should be completed within the next month. There are about 50 Resident Reserved and On Campus parking spaces in lot 42. Those will be moved to 40A once the lot is completed. Gary would like those 50 spaces to become Reserved parking so some of the lot 29 Reserved permit holders could park there. Ralph Davis made a motion to change those 50 spaces in lot 42 to Reserved parking once 40A is completed. 40A will have both Resident Reserved and On Campus. The motion was seconded and passed.
New Business

Henry Wendel made a motion to move the scheduled March meeting to March 12 instead of the 19, which is spring break. The motion passed. Ralph said he’s had several complaints on the buses in lot 56. The motion to adjourn passed.
