Also present were Matt Mills, proxy for John Reid, Kent Perrodin, proxy for Reggie Houser, Renee Clay, Susan Bristow, Kenley Haley, Terry Garrity, Susan Yell, Wendy Taylor, Debbie Eversoll and Mary Alice Mixon from the Walton College of Business, Alicia Friend and Ron Eaves from the Traveler, and Elaine Quinn, acting secretary.

The minutes of the November 13, 2002 meeting were approved as corrected.

Report on Current Parking Status - Gary Smith

1. New Parking Deck:. All of lot 65 except 32 parking spaces will be lost due to construction. An estimated 13,000 truckloads of materials will be taken out of the site during construction that will begin in February. Harmon will be closed for construction and a major water and gas line will be rerouted. The building facility at the deck will have a small transit waiting area, dispatcher and supervisor offices and an area for retail space.

2. NW QUAD. The Health Center official groundbreaking is scheduled for April 25. The remainder of lot 29 will be lost about six weeks before the groundbreaking. A utility tunnel will be put in before building construction begins.

3. Summer Lot Maintenance:. A construction map was handed out by Gary to better explain construction dates and lots affected. New information has been added. The remainder of lot 37 will be lost due to construction staging area for the housing project once the new Fulbright parking lot is opened. This summer all of the street parking on Maple Street will be removed and the south curb line moved north due to major renovations to Maple. The intersection of Garland and Dickson will be closed for gate construction and the installation of a new utility tunnel. The road by lot 6 will be closed and nine parking spaces will be added in that location. Several lots will be repaired this summer including lots 45, 46, Union loading zone and expansion to lots 43, 64 and 73. New lots will be constructed on Garland, Lindel and Stadium Drive. Upper Service will be widened so traffic can run in both directions.

New Business

1. Lot 65 Designation: Currently there are 89 Faculty/Staff spaces and 90 Resident Reserved parking spaces in lot 65. Only 32 spaces will remain during the deck construction. The issue is whether to split the 32 spaces between Faculty/Staff parking and Resident Reserved or have all 32 spaces be Faculty/Staff and let zone 3 absorb the remaining Resident Reserved permits. There was discussion supporting both sides. Lot 48 has 31 spaces and is the least used in zone 3. Right now some zone 5 permits are parking there until they gain their spaces back on Stadium Drive. A row of Faculty/Staff could also be added in lot 16 which would be 40 additional spaces. These would be changed from On Campus. BA has several night classes that end at 8:50 p.m. Buses don’t run past 8 p.m. It was suggested that lot counts be done in lots 23, 23W and all of zone 3 before the next meeting.

2. Sigma Nu Lot: The university has recently purchased the gravel area east of the Sigma Nu House. Once cleaned up, it is estimated there will be about 30 parking spaces. Gary made the motion to designate the new spaces as On Campus parking. It was seconded and passed.

3. Garland and Maple Intersection: Henry Wendel brought up his concern for handicapped individuals at the intersection and suggested using the beeps and chirps that are in use on West Avenue and Dickson Street intersection. Gary explained that there is no universal rule on using the chirps and beeps. The intersection will also be completely redone this summer.

4. Lot 4: Wesley Stites made a request to consider making all of lot 4 night reserved parking. He said several employees worked at night in that area of campus and needed parking. Gary will check to see what impact this would have on the library and other buildings in the area and try and find out who actually is using the lot at night.

The proposed parking plan was discussed.
