September 26, 2002

Members Present: Paul Bixby, Ralph Davis, Amy Farmer, Gloria Fry, Reggie Houser, Jay Huneycutt, Jewel Lindsey, David Martinson, Bill Mock, John Reid and Gary Smith. Also present were Paul Evans, Jason Connolly and Daniel Farthing from ASG, Mark Arnold from the Math Department, David Yerby, Kristen Netterstrom and Denise Malan from the Traveler, Angel Germanis from UATV and Elaine Quinn, acting secretary.

Report on Current Parking Status - Gary Smith

1. Adding one row of parking to lot 40 by Hotz. There will be twenty-one additional Faculty/Staff parking spaces.

2. Fairview House, by Reynolds Building, has been demolished. That lot will have an increase of thirteen parking spaces, which will be Faculty/Staff.

3. The new parking deck, located between Duncan Avenue and Buchanan, will break ground in March 2003 and will be completed in the fall of 2004. The deck will have approximately 1861 spaces.

4. Gary is working on a parking caucus that will look at new construction, busing and parking options for the campus. He will bring the suggestions back to the committee for review.

5. For the home football games, the department guards the resident reserved parking lots. Shuttles run from Baum Stadium lots to Razorback Stadium. Last game 9000 fans were shuttled.

6. Still working on summer maintenance. The two Pomfret lots will be done next summer. Those will add about 200 parking spaces. Part of lot 59 will be available in January. A new parking area around Barnhill will add about 20 spaces. Lot 3 by Science Engineering Building will be closed except for a loading zone, some handicapped spaces and short-term meters.

7. Fulbright Hall will take about 60 days to demolish.

Old Business

Failed Meters Update: Last year the committee voted to not ticket a failed parking meter but to fix it and reset the full amount of time before issuing a citation. Over the summer the parking staff was spending more and more time fixing jammed meters. It was decided to put a sign on all the meters saying that if the meter was jammed then no parking permitted. Since that time the number of jammed meters have decreased from about fifty a day to three to four daily. A first time visitor void is given to visitors for a no permit violation or for the first meter violation which would include a failed meter.

New Business

Traveler Permit Request: Gary Smith explained that in the last couple of years he had let some of the Traveler staff have temporary faculty/staff permits for lot 65 and 74 as long as they had a current student permit. This allowed easier access to the building for the editor, photographer and ad sales staff. Since that time Faculty/Staff parking in that area has become more constrained and Gary has received complaints from staff senate and other faculty and staff in that area. He decided to let the committee decide on the request. Denise Malan, the editor of the Traveler read a letter from Steve Wilkes supporting the Traveler staff having better parking privileges. No motion was made.

Changes

Membership: Paul Bixby met with Don Pederson concerning the committee membership. Paul passed out a handout showing the current membership rules compared to the way the committee has been filled the last two years and then the proposed membership listing. He would like more staff and student members added to the committee. Paul is waiting to hear from Dr. Pederson on his response.

Meeting Schedule: It was suggested that the committee plan to meet the third Wednesday of every month. If a meeting isn’t needed then Paul will cancel it and contact the members.

Communication: Paul Bixby suggested the members be better informed which is why he wants Gary to give a parking update each meeting and also for the committee to be informed of recommendations that have been overturned.

Proxy Voting: Paul asked if there was a procedure on proxy voting for members. There hasn’t been any set policy before. Jewel Lindsey made a motion to allow a proxy vote as long as the chair is notified before the meeting. The motion was seconded and passed.

Handicapped Parking Complaint: Mark Arnold from the Math Department came to request more handicapped parking spaces. The request also goes to the Center for Students with Disabilities (CSD) and Tim King. Tim King made the suggestion to have state certification to be able to get a handicapped parking permit. This became effective this year for all new applicants. Temporaries can be available for a maximum of 90 days with a doctor’s request and a current permit. U of A handicapped parking permits can park at regular parking meters and not pay the meter fee. Paratransit service is also available for those qualified and living within ¾ of a mile of a fixed route. The Americans with Disabilities Act currently requires the UA to have 99 handicap spaces. There are currently 177 handicap spaces on campus.

Gloria Fry asked that lot 36 be checked because students are blocking the turn and exit lanes.
