November 9, 2001
Members Present: Don Batson, Brad Bruns, Renee Clay, Ralph Davis, Craig Edmonston, Amy Farmer, Reggie Houser, Jay Huneycutt, Adam Lambert, Carol Lane, Lorraine Lorne, David Martinson, Bill Mock and Gary Smith. Also present were Ryan Harper, Alan Ward, and Michael Reynolds representing Phi Delta Theta and Elaine Quinn, acting secretary.
Craig Edmonston opened the meeting at 1:30. The minutes of the previous meeting were approved.
Old Business
1. Committee goals: The committee came up with the following goals to concentrate on for the year:
a. Improve communications b. Review the new parking plan
c. Modify the existing fee structure
d. Complete Special Event Parking Plan
Don Batson made a motion to adopt the goals. It was seconded and passed.
New Business
1. Lot 36: Lot 36 is located on the corner of Douglas and Oakland Streets. The Off Campus section is primarily used by the young ladies who live in the nearby sorority houses and some departmental vehicles park in the south section, which is Faculty/Staff. An assault was committed there three weeks ago. When first completed, the south part was Off Campus and the north was Faculty/Staff. Faculty/Staff would park in the Off Campus since it was closer which would leave empty spaces in the Faculty/Staff section. The areas were then switched. Reggie Houser made a motion to change the Faculty/Staff section of the lot to On Campus and then at the beginning of the Spring Semester, change the Off Campus area to On Campus. He also suggested that the lot be monitored. The motion was seconded and passed. The presidents of the sorority houses close to the lot and the Agriculture Dean’s Office will be notified.
2. Phi Delta Theta Parking: Ryan Harper, a member of the Phi Delta Theta Fraternity, addressed his concerns to the committee over the lack of parking spaces for his house. The fraternity house has 13 resident reserved spaces with 64 members. Several of the parking spaces in front of the house, which are Resident Reserved, remain empty most of the time. Ryan has done a count of empty spaces for several days. Zone 3 is one of the largest Resident Reserved sections and is rented to capacity. Most of the students will try and park closer to the their resident halls which leaves the spaces near the Phi Delt House empty. David Martinson will check to see if the KA House is under lease. It’s possible that those spaces could be used. Reggie Houser volunteered to check the number of empty spaces on Stadium Drive.
3. Bull's Eye Parking: The plan provides three zones for parking. The core of campus is the most expensive. The outer ring is the least expensive. These permits would be open to both Faculty/Staff and students. Every permit holder would be assigned a specific lot. There would be no hunting for a space, but then, the permit holder could not park in other locations on campus except to park in a meter space. There would still be All Area permits. Gary will work up the numbers for the next meeting.
4. South Parking Deck: The current plan is for the proposed parking deck to be two blocks east of Business Administration Building. The Board of Trustees approved a bonding of 18 million for the approximately 1500 space deck. There may also be a chilled water storage tank there.
The next meeting will be on Wednesday, December 5th at 1:30 p.m.
