Members Present: Paul Bixby, Brad Bruns, Donna Daniels, Ralph Davis, Craig Edmonston, Gloria Fry, Reggie Houser, Jay Huneycutt, Lora Lennertz, Lorraine Lorne, David Martinson, Phyl Nichols, Chris Smith, Gary Smith, Miles Sonstegaard, Wes Stites, Ramon Washington and Jeff Wood. Also present were Johnathan Williams from the Morning News, Henrik Tofft from the Traveler, Tracie Dungan from the Arkansas Democrat-Gazette, Tara Peterson from Carlson Terrace, Jill Anthes from Campus Planning, and Bridget Elkins filming for UATV and Elaine Quinn, acting secretary.

Craig Edmonston opened the meeting at 1:35 p.m.. The minutes of the previous meeting were approved.

Motion was made to do the New Business item first. The motion passed.

New Business

1. Student Transit Fee: Chris Smith presented his proposal to raise the Transit fee from $8 to $20 per semester per student. He provided a packet of information including the RIC Resolution supporting the $20 transit fee, Transit and Parking estimated budgets from the current year up to FY29, a letter to the students stating if the Transit fee increases to $20 then the cost of the average parking permit would not increase over 10% in any year during the next five years and the proposed parking permit plan that was presented at the last meeting. Chris Smith moved to accept the proposal. It was seconded and passed.

Old Business

1. Parking Permit Fee: Wes Stites moved to accept the permit proposal that was presented at the last meeting. This plan combined permit proposals from Wes, Jay Huneycutt and Gary Smith. An amendment was made to combine the Commuter and Off Campus decal to be Off Campus. The motion failed with 3 for the motion and 12 against. Reggie Houser moved to combine Commuter and Off Campus designations, to be called Off Campus, and that the rate for the Off Campus and Motorcycle permits be $50 annually. Brad Bruns suggested that the high school students be allowed to purchase the Off Campus decal so they can still park in lot 56. The motion was seconded and passed. Reggie Houser made a motion to accept the proposed permit plan (dated March 30) with the just accepted changes. The motion was seconded. Paul Bixby moved to amend the motion by having F/S fees be $86/65 instead of the proposed $95/75. The amendment was seconded. The vote was 6 for and 7 against with 3 abstentions. The amendment failed. A motion was made to amend the main motion by having Resident Reserved permits be $175 instead of $150. The vote was 4 for the amendment and 11 against. The amendment failed. Chris Smith moved to decrease the Off Campus rate from $50 to $45. The amendment failed. The vote on the main motion was 9 for the motion and 5 against with 1 abstention.

Craig Edmonston welcomed student Ramon Washington as a new member.

There will be an Athletic Parking meeting in about three weeks.
