Members Present: Forest Denger, Gerald Gorden, Reggie Houser, Elizabeth Jordan, Michael Landman, David Martinson, Bill Mock, Kevin Santos, Gary Smith, Colleen Williams and Diane Worrell. Also present were Michael Oakes representing UAPD, Phillip Turner for RIC and Elaine Quinn, secretary.

Michael Landman moved to approve the minutes of the October 10, 2007 meeting. The motion passed.

Report on Current Parking Status – Gary Smith

1. The east end of the north lot 56 driveway, now named Lady’Back Drive, will be closed for about a week due to utility work for the new Lady’Back Yard.

2. Subscribe to the Parkinginfo listserv to be kept up to date on changes in transit and parking operations.

3. Sustainability initiatives: GoLoco ride sharing program; Razorbikes and Flexcar/Zipcar/Community car- which is an hourly car rental program.

4. Duncan Avenue Bridge project is on hold until a facility is constructed in lot 71.

5. Lot 34 maybe closing for construction of AOII in December.

Old Business

Scooters – Gary explained that we need more locations on campus for possible scooter parking. Other universities treat scooters like motorcycles. Reggie said he has come up with a way to change the loops to fit more scooters and motorcycles. He said Housing would help pay part of the cost but needs help with the financial and labor part of adding more areas and loops. He also encouraged having a bike policy for the campus.

David Martinson suggested that a proposal be drawn up under the framework of sustainability to receive funding for construction of bike racks and a system of management be implemented for bike registration, permits and enforcement.

Reggie and Michael will work on the proposal and Gary will send it out to the committee to review.

New Business

Lots 55 and 64 Parking for Employees – lot 55 is a special Resident Reserved zone 4A parking lot between Pomfret Hall and the outdoor track. Those who get the zone 4A have to sign an agreement that they will move for all games. Lot 64 is one of the Resident Reserved zone 4 lots by Pomfret. Students have not filled zone 4 or 4A. Anyone can now purchase a permit for either of these zones as well as zone 2 on Garland and Douglas, or zone 8 on Stadium Drive.

ASG Resolution 6 – Limiting the speed of wheeled vehicles on sidewalks Gary moved that the resolution be sent to the Public Safety Committee to review. The motion was seconded and passed.

Assigned Lot Plan Permit Pricing Structure - we currently have a park-down parking system which is mainly a license to hunt across campus in several lots for a parking space. Gary presented two options for permit fees for assigned parking lots for all permit holders for the members to consider:

1. Zone parking with tiered pricing dependent on how close one parks.
2. Everyone pays the same price and is assigned to a specific lot. Gary suggested the price of $170 per permit with garage parking being a little more. If someone has to go across campus, he would need to walk or ride the bus.

There is still a lot to consider with either plan. Members suggested that a survey be done to gather information on where people work and park.
