Members Present: Lori Bernard, Paul Bixby, Ralph Davis, Forest Denger, Steve Gahagans, Reggie Houser, Jay Huneycutt, Teija Kearney-Ramos, David Martinson, Bill Mock, Marilyn Rogers and Gary Smith. Also attending was Elaine Quinn, secretary.
Ralph Davis moved to approve the minutes from the October 19th meeting. The motion was seconded and passed.
Report on Current Parking Status - Gary Smith
1. Lot 52 has been completed. It is on the corner of Mitchell and Eastern Streets. It is a gravel lot with 32 Faculty/Staff parking spaces.
2. On Monday, November 20th, McIlroy Street will be closed in the middle due to utility tunnel construction. This will displace about six handicap parking spaces. Parking will add 4 temporary handicap spaces in lot 61. The project will take about 12 weeks to complete.
3. Parking is looking into parking options for the additional 700 students who will be moving into Maple Hill this coming fall. Some committee members recommended that they park in HAPF since it has availability. We are conducting counts in resident reserved lots checking on usage to see if more permits could be issued.
4. The Reserved parking plan was discussed. The concept plan needs to be brought before the Administration and the committee for approval next month if this is going to be implemented next year. The details will continue to be developed during the spring semester.
Old Business
1. Scooter, Bicycle Parking on Campus: Jay, Reggie and Gary met to develop a plan for scooter and bicycle parking. They propose to create areas with bike loops without taking away parking spaces. The bicycle/scooter parking areas will be created on existing concrete areas or new gravel or concrete areas will be constructed if there are none in the area. The NWQ Housing facility will be the test area. These areas will be for scooters under 50 cc’s. All scooters will need permits to use the loops.
2. Motorcycle Permit Plan: It had been decided to allow Reserved permit holders to get an additional motorcycle permit for a minimum charge and be able to park their motorcycles in their normal reserved parking spaces. The motorcycle permit will need some sort of special Reserved designation. Faculty/Staff and Students permit holders will need to still purchase a regular motorcycle permit and park in motorcycle spaces. Parking is trying to add more motorcycle parking to campus.
3. Faculty/Staff Permit Parking in Harmon Avenue Parking Facility: Forest Denger and others with Staff Senate took a survey at the recent Health Fair. 64% of the 64 respondents said there was a lack of yellow or Faculty/Staff parking on the southeast side of campus. Lot 70 fills up quickly in the mornings leaving faculty and staff looking at more distant lots for parking. Forest also had several emails which he will send out to the members.
