Members Present: Lori Bernard, Paul Bixby, Brendon Chastain, Ralph Davis, Forest Denger, Craig Edmonston, Reggie Houser, Jay Huneycutt, Teija Kearney-Ramos, David Martinson, Bill Mock, Gary Smith and Susan Stiers . Also attending was Dr. Daniel Pugh and Elaine Quinn, secretary.

Report on Current Parking Status - Gary Smith

1. Lot 52 is almost completed, gravel still needs to be put down and wheel stops put in.

2. The new Harmon card readers are ready for installation. With the new reader, cards can be read at distances up to 26 inches.

3. Towns and Gown was held October 11. 320 faculty and staff were displaced from lot 44. Shuttles ran from Baum from 6 am until 6 pm but only 78 people took advantage of the ride going both ways.

4. Associated Student Government requested additional Safe Ride service. Transit proposed adding an on campus route on Mondays and Tuesdays from 10:30 p.m. to 2:30 a.m.

5. We are in the early planning stages of the Duncan Street Bridge from Harmon Avenue Parking Facility to lot 71.

Old Business

1. Motorcycle Parking in Reserved Spaces and Scooter Parking – Gary asked other universities concerning this issue and most are trying to deal with it as we are. Some let scooters park at bike racks and treat them like bicycles and some even require permits for bicycles. Securement devices can be installed for motorcycles; and scooters could also use them. Jay is looking at installing loops four feet apart across campus. Scooters are not supposed to be driven on sidewalks. Jay commented that the University of Colorado at Boulder has designated lots with pads for scooter, bicycle and motorcycle parking. These pads are adjacent to parking lots which makes it easier to stay off of sidewalks. It was decided to table this item until Gary, Reggie and Jay can meet to develop a plan. The other issue to be decided is the request from Patrick Lunsford who has an AA permit to be able to park his motorcycle in his regular lot. Currently about 100 motorcycle permits have been sold and they have to park in motorcycle spaces or metered spaces. Patrick’s justification is that he can only drive one to campus so would only be taking up one space. This request has also now extended to those with Faculty/Staff or Reserved permits. Right now our current decals won’t work on motorcycles. Reggie made a motion to come up with a program to transfer the rights and privileges of a vehicle’s primary permit to a motorcycle as a secondary mode of transportation and for Gary to figure out how to manage it and add whatever fee is necessary to do that. The motion was seconded and passed.

New Business

1. Lot 67 Meters – Craig Edmonston has requested that the enforcement time for the lot 67 meters be extended until 8 pm. Lot 67 has gotten very congested and something needs to be done to encourage rotation of vehicles. At 5:00 it has become a storage lot and 82% of HPER’s customers drive to the facility. Bill Mock moved to extend the time requirements of the meters from 5 to 8 pm Monday through Friday. There was an amendment added to have this begin in January. These were seconded and passed. Warning notices will be given and the information posted in HPER. It will also be put in Headlines.

2. Harmon Avenue Parking Facility Level 6 Designation – Most vehicles enter HAPFon grade from the west. Most vehicles on that level are using it as storage. We have received complaints from faculty and staff that they have to go to other levels because level 6 remains full most of the time. It could be signed as no parking from 10 pm until 6 am to discourage overnight parking. Reggie commented that it looks like we are creating a rule for a specific class of people which is not right. Lori Bernard made a motion to leave as is and do nothing. The motion was seconded and passed.

3. Reserved Parking Plan – Gary said it is still being developed. He did find out that the University of Missouri has reserved parking but permit holders have alternate lots if their primary lot is full.

4. Faclulty/Staff in Harmon Avenue Parking Facility – Staff Senate Parking and Transit Committee. Forest Denger brought a proposal from Staff Senate. It says that HAPF and other building construction in the area have displaced a significant number of Faculty/Staff parking spaces. The proposal requested that since the Harmon Garage is not full that the top level be used for faculty and staff parking at a discounted rate. There was concern on what would happen if the request was granted and those now with HAPF permits wanted to turn theirs in for a refund. Susan Stiers suggested having a “winter HAPF permit” for a special price. Currently someone can already purchase a permit for HAPF for a month at a time. Reggie suggested tabling it until next time and to take recommendations back to Staff Senate.
